Huntsville Foster Mom Challenges: A former foster mom from Huntsville is sharing her thoughts on a new proposal from the Biden administration aimed at helping children in the foster care system. Reflecting on her perspective, Birney says, If you try to mend it with glue that’s not up to par, it’s going to stay broken, and from my perspective, our Department of Human Resources in the state has been broken ever since I was told as a teacher that I couldnt report what I perceived to be child abuse because they didnt want to upset the system, and this little boy had bruises all over him.
According to the latest data from the Alabama Department of Human Resources, there are currently 2,300 foster homes in the state. Under the new proposal, all homes would receive a “safe” or “unsafe” label based on their willingness to accept LGBTQ children. Marshall argues that this infringes on religious freedom.

Marshall states, The fact that wed create a two-tiered system of foster care for those that adopt this administrations view on gender ideology, which the majority of people in Alabama reject; that’s the only way that you could have a safe environment for the foster child? Again, not only is it completely inconsistent with whats appropriate for that child but also a clear infringement of the constitution.
Marshall and others claim in a letter that the proposal violates a 2021 Supreme Court ruling, stating that the city of Philadelphia couldn’t refuse a contract with a Catholic social services group that wouldn’t certify same-sex couples as foster parents.
Marshall emphasizes the belief of faith communities in helping children in foster care and criticizes the administration for potentially alienating these organizations, which he believes goes against the rule of law.
